Rules run in an isolated sandbox with no ambient authority and no side effects — the same definitions and the same inputs always produce the same verdict, so every judgment can be replayed, audited, and trusted.

Only definitions the lifecycle has activated can execute, and only where the model explicitly wires them to an Operator — execution rights are governed facts in the model, not configuration on a server.
